Isaac Pereire

French entrepreneur and politician (1806-1880)

The 3 percent railway bond created by Isaac Pereire established a financing standard adopted by every major French railway company. Born in Bordeaux in 1806, Pereire navigated the complexities of nineteenth-century European capital, operating as a banker, politician, and entrepreneur whose influence extended from the development of early transport infrastructure to the establishment of philanthropic institutions in Paris.

Early Development and Finance

Moving from Bordeaux to Paris, Isaac Pereire maintained a career defined by his close partnership with his brother, Émile Pereire. His entry into the financial sector involved managing early rail infrastructure as an administrator for the Chemins de fer de Lyon. Beyond his professional work, he authored numerous texts on economic policy, including his 1832 Leçons sur l’industrie et les finances and works on French credit organization such as his 1864 study on the Bank of France.

Political Engagement

Pereire entered the public sphere through his service as a general councillor for the Pyrénées-Orientales between 1863 and 1867. He was elected as a deputy to the Corps législatif on 1 June 1863. Following an initial invalidation of the results, he successfully returned to his seat on 20 December of that year. During his time in office, he remained part of the dynastic majority, while simultaneously participating in the Paris committee of the Ottoman Bank from 1863 until 1868.

Legacy and Philanthropy

In addition to his financial and political activity, Pereire engaged in philanthropic work, establishing an école for deaf-mutes in 1875 to honor the legacy of his grandfather, the scholar Jacob Rodrigue Pereire. He also instituted a 100,000 franc prize focused on research into poverty. His private interests included art collection, documented in the 1872 catalog Galerie de mm. Péreire. He held the title of Officer of the Legion of Honour until his death in 1880 at the château d'Armainvilliers in Gretz-Armainvilliers.
