Prime Minister of Egypt from 2012 to 2013

The 51st Prime Minister of Egypt, Hesham Qandil, served from 2012 to 2013, representing the youngest individual to hold that office since the 1954 appointment of Gamal Abdel Nasser. His tenure, characterized by technocratic leadership during a period of significant political transition, concluded following the military intervention that removed President Mohamed Morsi from power in July 2013.

Academic Background

Born in 1962 in the Beni Suef Governorate, Qandil completed his undergraduate studies in engineering at Cairo University in 1984. He subsequently pursued advanced degrees abroad, earning a master's degree in irrigation and drainage engineering from Utah State University in 1988. He later obtained a PhD in biological and agricultural engineering, with a minor in water resources, from North Carolina State University in 1993.

Professional Path in Water Resources

Qandil entered the Egyptian civil service in 1985 within the water resources department. In 1995, he received a presidential award for his contributions to irrigation. From 1999 to 2005, he served as office director for the minister of water resources. His expertise included participation in the Nile Basin Initiative and the African Water Council. Additionally, he held the position of Chief of Water Resources at the African Development Bank for six years until early 2011.

Government Tenure

In 2011, Qandil was appointed Minister of Water Resources and Irrigation under Prime Minister Essam Sharaf. On 24 July 2012, President Mohamed Morsi designated him as Prime Minister. His administration focused on a technocrat-dominated cabinet, including members from the Freedom and Justice Party, the Al-Wasat Party, and the Renaissance Party. In January 2013, he conducted a cabinet reshuffle that replaced ten ministers.

Departure and Legal Challenges

Following a series of cabinet resignations in July 2013, Qandil resigned on 8 July 2013 in protest against the military killing of 61 protestors at the Republican Guard headquarters. Prior to this, an appeals court had issued a one-year prison sentence against him for failing to execute a court ruling concerning the Tanta Flax and Oil Company. After his arrest on 24 December 2013, the Court of Cassation acquitted him in July 2014, leading to his release.
