Born in Bremerhaven in 1963, Garcke pursued higher education in both mathematics and computer science at the University of Bonn. He completed his doctoral degree in 1993 under the supervision of Hans Wilhelm Alt, with a dissertation titled Travelling-Wave-Lösungen als Realisierung von Phasenübergängen bei Gedächtnismetallen. He accepted the position at the University of Regensburg, where he became a full professor in 2002. During his tenure at this institution, he also served as the dean of the mathematics department from 2005 through 2007.

He co-authored a textbook on mathematical modelling with Christof Eck and Peter Knabner.
