Academic Foundation and Early Professional Life
Born in 1965 in the Boloso Sore District of the Wolayita Zone, Hailemariam pursued technical studies before entering politics. He earned a bachelor's degree in civil engineering from Addis Ababa University in 1988. Following a period as a graduate assistant at the Arba Minch Water Technology Institute, he completed a master's degree in water and environmental engineering at Tampere University of Technology in Finland. He later returned to Ethiopia, serving as the dean of the Water Technology Institute for 13 years. In 2006, he added an MA in organizational leadership from Azusa Pacific University in California.

Hailemariam rose to prominence through the Southern Nations, Nationalities, and Peoples' Region, serving as its president from 2001 to 2006. As a member of the Ethiopian People's Revolutionary Democratic Front, he held various party posts, including chairman of the SEPDM and deputy chairman of the ruling coalition. Between 2005 and 2010, he occupied several central government roles, including special advisor to the prime minister and government chief whip. During this period, he notably led the drafting of the 2009 Charities and Societies Proclamation law and implemented the '1-to-5' party recruitment model.
National Leadership and Diplomatic Engagement
In 2010, Hailemariam was appointed minister of foreign affairs and deputy prime minister. Upon the death of Meles Zenawi in 2012, he became the prime minister of Ethiopia. During his term, he chaired the African Union from 2013 to 2014. His diplomatic focus included stabilization efforts in Somalia, formalized through tripartite memorandums of understanding in 2014 that covered aviation, police training, and information sharing. Domestically, his administration oversaw the finalization of the Growth and Transformation Plan I and the launch of the Growth and Transformation Plan II.
