Basso received his initial education through studies completed in Chivasso and Turin. He attended the Real Collegio Carlo Alberto between 1857 and 1859 before advancing to the University of Turin, where he studied from 1859 to 1862. Following his graduation, Basso began a lifelong tenure at the Regia scuola d'applicazione per gl'ingegneri di Torino, serving there from 1862 until his death in 1895. Parallel to this role, he established a career at the University of Turin starting in 1864. He initially served as a replacement for Gilberto Gobi, eventually transitioning to an assistant professor position in 1872. By 1878, he attained the status of full professor at the university, maintaining this faculty role for the remainder of his life.

The primary body of work produced by Basso centered on the field of physical optics. While he operated within the Kingdom of Italy, his work was recognized by his peers, leading to his membership in the Academy of Sciences of Turin.
