The Elman Peace and Human Rights Centre in Mogadishu operates as a direct continuation of a mission to replace weaponry with education. Founded in memory of Elman Ali Ahmed, the organization manages extensive rehabilitation programs for former child soldiers while simultaneously addressing the systemic challenges of gender-based violence throughout Somalia under the leadership of Fartuun Adan.
Early life and transition to advocacy
Born in Mogadishu in 1969, Fartuun Adan began her path in activism alongside her husband, Elman Ali Ahmed. Known locally as the Somali father of peace, Ahmed established initiatives designed to provide schooling and livelihoods for youth affected by the Somali Civil War. His assassination in 1996 near their home in southern Mogadishu served as a turning point that moved Adan into a more prominent public role, leading her to eventually emigrate to Canada in 1999.

In 2007, Adan returned to Somalia to expand the work she and her husband initiated. She revitalized the organization that became the Elman Peace and Human Rights Centre, which now operates across multiple sectors including peace-building, disarmament, and job creation. Alongside her daughter Ilwad, Adan manages the NGO’s growth, which has extended to advising partner groups throughout the Lake Chad and Great Lakes regions.
Addressing gender-based violence
Adan co-founded Sister Somalia, the country's inaugural support program for survivors of sexual violence, as a response to the lack of legal and medical services. The initiative evolved into a network of crisis centers and safe houses. She advocates for sexual offences legislation and challenges the stigma survivors face, working to dismantle the silence surrounding violence against women in conflict zones.
Commitment despite personal loss
The family has faced repeated violence, including the death of Adan’s daughter, Almaas Elman, who was shot near the Mogadishu airport on November 20, 2019. Despite the risks and the loss, Adan and her surviving family members maintain their presence in Somalia, continuing the operation of their centers and maintaining their commitment to the philosophy of replacing guns with pens.
