As the youngest president in German history upon his inauguration in 2010, Christian Wulff ascended to the nation’s highest office at age 51. His tenure was marked by a rapid transition from state-level administration in Lower Saxony to the federal presidency, followed by a abrupt resignation two years later amid intense public and legal scrutiny regarding his past official conduct.
Early Career and Education
Born in Osnabrück in 1959, Wulff was raised in a Roman Catholic household. He pursued legal studies at Osnabrück University, completing his state examinations in 1987 and 1990. He entered the Christian Democratic Union (CDU) in 1975 and began his legal career as an attorney. His early political engagement included serving as federal chairman of the Schülerunion and holding positions on the executive board of the Junge Union.

Wulff served as the Minister-President of Lower Saxony from 2003 to 2010. His administration focused on fiscal restraint, addressing a severe budget crisis through expenditure cuts in university funding and municipal services. He enacted structural reforms in the primary education system and increased the presence of police officers. His political influence during this period saw him emerge as a potential federal chancellor candidate in 2005.
Federal Presidency and Resignation
Elected as President of Germany in the 2010 presidential election, Wulff defeated Joachim Gauck and took office on 2 July 2010. His presidency concluded on 17 February 2012, when he resigned following allegations of corruption related to his previous work as Minister-President. These allegations led to a formal investigation, though he was ultimately acquitted of all charges by the Hanover regional court in 2014.
