Born on 23 September 1949 in Lourinhã, Jorge pursued her medical studies at the Faculty of Medicine of the University of Lisbon, earning her degree in 1983. By 1984, she qualified as a pediatrician. Her foundational years included clinical service at the Caneças Health Centre from 1977 until 1983, followed by a seven-year tenure as a pediatric nurse at the Hospital de Dona Estefânia in Lisbon.

In 1991, she moved to Garcia de Orta Hospital, where she later served as the Director of the Pediatrics Department in 1996 and again from 2001 to 2008. Simultaneously, she held academic responsibilities as an assistant at the National School of Public Health at NOVA University Lisbon between 1985 and 1992, focusing on maternal and adolescent health. Her administrative career advanced as coordinator of the Lisbon health sub-region and president of the Regional Health Agency of Lisbon and the Tagus Valley.
Ministerial and Political Service
Appointed Minister of Health on 31 January 2008, Jorge served under the administration of José Sócrates. Her independent status was notable given her prior political support for Manuel Alegre in the 2006 presidential election. During her term, which lasted until 2011, she also served as a member of the Assembly of the Republic after securing a seat for the Socialist Party in the 2009 elections. She held the position of President of the Municipal Assembly of Lourinhã from 2005 to 2013.
Professional Advocacy and Recognition
Beyond her direct clinical and government work, Jorge held leadership roles within the Portuguese League for the Fight against Epilepsy and the Pediatrics Group of the Ordem dos Médicos. In 2012, she became President of the UNICEF National Committee for Baby-Friendly Hospitals. Her contributions have been recognized with awards including the Pais e Filhos Trophy in 1994, the Medal of Merit from the Order of Physicians in 2018, and the Distinguished Service Gold Medal from the Ministry of Health in 2019.
