Adylbek Kasymaliev

Adylbek Aleshovich Kasymaliev assumed the role of Chairman of the Cabinet of Ministers of Kyrgyzstan in December 2024. His rise to the head of the national government follows a career spanning over four decades in the civil service and economic sectors, reflecting a consistent trajectory within the administrative structures of his home country since the Soviet era.

Early Career and Education

Born in the village of Dolon in the Issyk-Kul region on 1 December 1960, Kasymaliev pursued formal training in economics. He graduated from the Leningrad Financial-Economic Institute in 1984. His early professional tenure began as a junior research fellow at the Research Institute of Economics and Economic-Mathematical Methods of Planning under the Gosplan of the Kirghiz SSR. During the early 1990s, he transitioned to tax administration, working within the State Tax Inspectorate for the Oktyabr District in Bishkek before joining the Ministry of Finance in 1994.

Ministerial Roles and Tax Administration

Kasymaliev gained significant administrative experience throughout the 2010s. In 2010, he was appointed Chairman of the State Tax Service. Between 2 May 2015 and 6 December 2018, he served as the Minister of Finance of the Kyrgyz Republic. During this period, he managed fiscal policy under four different Prime Ministers: Temir Sariyev, Sooronbay Jeenbekov, Sapar Isakov, and Mukhammedkalyi Abylgaziev. Following this term, he held positions in nonprofit organizations, including service on the board of the Hungarian-Kyrgyz Development Fund.

Executive Leadership

In May 2021, Kasymaliev joined the Administration of the President as a deputy head. By 20 June 2022, he ascended to the position of First Deputy Chairman of the Cabinet of Ministers, a role he maintained until 16 December 2024. Two days later, he was appointed Chairman of the Cabinet of Ministers and Head of the Administration of the President of the Kyrgyz Republic. He continues to serve in this capacity as of his most recent appointment.
