The board game that won 1998

The Irish Examiner's roll of past Young Scientist winners records Hurley's 1998 entry in six words: the mathematics of Monopoly. The school is given as Colaiste an Spioraid Naoimh in Bishopstown, on the western edge of Cork city. No fuller description of the project survives in that listing, and no other source consulted for this page sets out his method or his conclusions.

The choice of subject is less frivolous than it sounds. Monopoly is a board game whose movement rules describe a closed loop with a jail, a set of cards that teleport a player around the board, and a rule that sends a player to jail after three consecutive doubles. That structure makes the game a natural exercise in probability, and the question of which squares a token lands on most often has a determinate answer that can be computed rather than guessed.

Third prize in Europe

The Examiner also records what happened next: the project took third prize at EUCYS, the European Union Contest for Young Scientists, the competition to which national winners are sent. That detail matters because it is the only independent measure of the work in the public record. An Irish national title is judged in one country; a European placing means a second, separate panel looked at the same schoolboy paper and ranked it among the best on the continent.

What the listing does not give is the year of the European contest, the city where it was held, or the names of the projects placed above his. Those gaps are not evidence against the result. They are simply the limits of a single retrospective article.

Mathematics at Cork, then health financing

Hurley studied mathematics at University College Cork, the same city in which he went to school. The Examiner, writing in January 2014 as that year's exhibition opened, then places him a long way from board games: global director of health financing at the Clinton Health Access Initiative, based in Ethiopia.

The organisation works with governments in low-income countries on the price and supply of medicines and on how health systems are paid for. A director of health financing is doing arithmetic of a different order from a Monopoly board — national budgets, donor flows, the cost per patient of a treatment programme — but it is still arithmetic applied to a system with rules. Nothing in the sources used here describes the intervening years, the roles he held between Cork and Addis Ababa, or where he has worked since 2014.

The company on that list

Hurley's entry sits inside a roll of forty-nine Young Scientist winners running from 1965 to 2013, and the names around him explain why Irish newspapers keep returning to the competition. Sarah Flannery won in 1999, the year after him, for work in cryptography. Patrick Collison won in 2005 and later co-founded the payments company Stripe. Luke Drury won in 1969 and became an astrophysicist at the Max Planck Institute.

Read together, the list is an argument that the exhibition has for six decades been a reliable early marker of scientific and technical careers in Ireland rather than a one-night novelty. It is also a caution: most of the forty-nine are not household names, and the record of what they did next is uneven, Hurley's included.

What is documented, and what is not

Four things are firm. Hurley won the Irish Young Scientist title in 1998. The project concerned the mathematics of Monopoly. It took third prize at the European Union Contest for Young Scientists. He studied mathematics at University College Cork and by 2014 held a senior health-financing post with the Clinton Health Access Initiative in Ethiopia.

Much is not documented. No source consulted gives his birth year or his age in 1998, the detail of the project's findings, his degree year, or any position held after the 2014 article. Where a page of this kind would normally carry a sentence about where he is now, the honest answer is that the most recent published sighting is more than a decade old.
