Early Career and Engineering Path
Born in Oral in 1938, Boguslayev began his professional life in the Soviet Union. Between 1956 and 1960, he served in the Soviet Army and worked as an assistant engine driver at a shipbuilding yard in the Urals. Upon moving to Zaporizhzhia in 1961, he worked as a mechanic before enrolling in the Zaporizhzhia Technical Institute, where he earned a degree in air engines in 1965. He later achieved the rank of Doctor in Engineering.

Boguslayev entered the Zaporizhzhia Engine Plant in 1966 as a construction engineer. He served as the director of the Volochysk Engineering Plant from 1973 until 1988, subsequently taking over the Motorobudivnik plant in Zaporizhzhia. By 1994, he became the Chairman of the Board and General Director of Motor Sich, maintaining influence there as Honorary President after 2006. His tenure included the receipt of numerous Soviet-era awards, such as the Order of the Red Banner of Labour.
Legislative Service
Between 2006 and 2019, Boguslayev served multiple terms as a People's Deputy of Ukraine. Affiliated with the Party of Regions, he acted as a member of the 4th, 5th, 6th, 7th, and 8th convocations of the Verkhovna Rada. His parliamentary work frequently focused on national security and defense, including leadership roles in subcommittees governing military-technical cooperation and interparliamentary relations with nations such as India, China, and the Russian Federation.
Detention and Asset Nationalization
In October 2022, Ukrainian authorities detained Boguslayev, alleging illegal supply of helicopter engines to Russian military enterprises. Following these events, the Ukrainian government initiated the nationalization of his strategic assets, specifically those linked to Motor Sich. This period of legal scrutiny marked the end of his prolonged involvement in the management of the aircraft engine manufacturer.
