Formative Training and Early Professional Years
Born in 1860 in Susa, Piedmont, located within the Kingdom of Sardinia, Meano pursued formal training in the field of architecture at the Albertina Academy in Turin, Kingdom of Italy. In 1884, he relocated to Argentina to join the studio of Francesco Tamburini. This partnership placed him at the center of significant civic infrastructure projects, including the extensive renovation and structural enlargement of the Casa Rosada.

Following the death of Francesco Tamburini in 1890, Meano assumed leadership of the project for the new Teatro Colón building. His reputation for managing complex urban commissions grew, leading him to enter and win the design competition for the Palace of the Argentine National Congress in 1895. These two major public projects required his full professional attention for much of his career. In 1904, he secured an additional success by winning the international competition for the Legislative Palace in Montevideo, Uruguay.
Circumstances of Death
The architect's life concluded abruptly in 1904 in Buenos Aires. On 1 June, he returned to his residence to find his wife with a man identified as Giovanni Passera. Shortly after this encounter, Meano died from a gunshot wound. Following his death, he was interred at the Recoleta Cemetery. Legal proceedings resulted in a seventeen-year prison sentence for Giovanni Passera, while Meano’s wife was deported to Italy.
