Education and Early Career
Born in 1936 in Cusco, Peru, Paniagua attended the Salesian School of Cusco before enrolling at the National University of San Antonio Abad. He subsequently transferred to the National University of San Marcos in Lima, where he completed his law degree. During his early years, he combined a private legal practice with a nascent interest in public service and political reform.

Paniagua began his parliamentary career in 1963, when he was elected to represent Cusco. He served as Minister of Justice and Human Rights under Fernando Belaúnde between 1965 and 1966. Following a period of interruption during military rule, he returned to the Chamber of Deputies in 1980, eventually serving as its president from 1982 to 1983. In 1984, he briefly served as Minister of Education.
The Transitional Presidency
As acting President of Peru from 2000 to 2001, Paniagua prioritized national reconciliation. His government established the Truth and Reconciliation Commission to examine the nation’s internal conflicts and repealed controversial anti-terrorist legislation that had previously mandated trials by faceless judges. He worked to restore institutional stability by dismissing military leadership connected to previous corruption scandals while facilitating a peaceful transition to the subsequent administration.
