Academic Background
Born in 1943 in Krushë e Madhe, Hoti pursued an extensive international education. He studied political science at the University of Zagreb and the University of Belgrade before undertaking postgraduate work at the University of Chicago, Harvard University, and the University of Washington. His focus spanned international relations and political science, providing a foundation for his long-term tenure at the University of Pristina, where he taught international law and philosophy from 1969 until his death in 1999.

Hoti participated in the administrative functions of the parliament of Kosovo throughout his career. His advocacy and political activities frequently brought him into direct conflict with Yugoslav authorities, starting with arrests in 1982. In 1983, Amnesty International designated him a prisoner of conscience following a three-and-a-half-year prison sentence related to his support for the 1981 protests in Kosovo, despite a lack of charges involving violence. He later founded UNIKOMB, a political party in Kosovo.
