Academic Foundation and Early Roles
Brown attended Mansfield Senior High School before graduating from Yale University in 1974 with a Bachelor of Arts in Russian studies. He later earned a Master of Arts in education and a Master of Public Administration from Ohio State University. Between 1979 and 1981, he held a teaching position at the Mansfield branch of Ohio State University. Early in his career, he served as a member of the Ohio House of Representatives from 1975 to 1983.

In 1982, Brown entered the race for Ohio Secretary of State, successfully navigating a four-way Democratic primary that included Dennis Kucinich. He defeated Virgil Brown in the general election and secured reelection in 1986 by winning against Vincent C. Campanella. His tenure, which lasted until 1991, centered on voter registration outreach. In 1990, he lost his bid for a third term to Bob Taft.
Congressional Tenure
Brown transitioned to national office after moving to Lorain and winning the seat for Ohio's 13th congressional district in 1992. He served in the U.S. House of Representatives from 1993 to 2007. During this time, he focused on health policy, advocating for tuberculosis funding as a ranking member of the Energy and Commerce Health subcommittee. In 2005, he organized opposition to the Central American Free Trade Agreement.
Senate Career and Elections
First elected to the U.S. Senate in 2006 by defeating incumbent Mike DeWine, Brown held the seat through subsequent reelections in 2012 and 2018. During his time in the chamber, he chaired the Committee on Banking, Housing, and Urban Affairs. His legislative committee assignments included Finance, Veterans' Affairs, and Ethics. In 2024, he lost his bid for a fourth term to Bernie Moreno.
