Professional Beginnings and Engineering
Ismail received his formal education in mechanical engineering, graduating from Ain Shams University in 1978. His early professional years involved managing state-owned petrochemical and natural gas enterprises. He played a key role in the Egyptian Holding Company for Petrochemicals (ECHEM) as executive deputy chairman and eventually chairman, following its establishment in 2002. His leadership experience expanded to the Egyptian Natural Gas Holding Company (EGAS) and Ganoub El Wadi Petroleum Holding Company (GANOPE), where he served as managing director and chairman.

In July 2013, Ismail was named minister of petroleum and mineral resources in the interim cabinet led by Hazem El Beblawi, succeeding Sherif Hassan Haddara. Two years later, on 12 September 2015, he was appointed prime minister of Egypt. During his tenure, the government faced a period of significant economic volatility as the Egyptian pound weakened. His administration responded by initiating broad economic reforms. To manage these pressures, Ismail executed cabinet reshuffles in March 2016 and February 2017, replacing ministers across key portfolios including investment, finance, and tourism.
Strategic Projects and Later Years
In November 2017, Ismail sought medical treatment in Germany for digestive health issues, during which time Mostafa Madbouly served as acting prime minister. Upon his return, Ismail continued his duties until June 2018, when he submitted his resignation to President Abdel Fattah el-Sisi. Following this, he transitioned into the role of presidential aide for national and strategic projects starting in June 2018. In this capacity, he represented the Egyptian leadership at international events, including the 2019 funeral of Jacques Chirac.
