Sali Berisha

Albanian politician

Sali Berisha was born on 15 October 1944 in Viçidol, a village in the Tropojë District of northern Albania. He initially pursued a career in medicine, becoming a cardiologist at the University of Tirana and conducting research in Paris, before transitioning into politics to lead the Democratic Party of Albania as the country moved away from communism.

Medical Career and Academic Research

Before his political ascent, Berisha established himself as a medical professional. After graduating from the University of Tirana in 1967, he gained further training in cardiology during a one-year scholarship in Paris. He subsequently served as an assistant professor at the University of Tirana and as a staff cardiologist at the Tirana General Hospital. His research in hemodynamics gained international recognition, leading to his 1986 appointment to the European Committee for Research on Medical Sciences.

Transition to Political Leadership

As the communist regime weakened, Berisha became a vocal advocate for democratization and human rights. In 1990, he urged officials to abolish the constitutional mandate that granted the Party of Labour exclusive power and pushed for the removal of Stalinist monuments. He became the founding chairman of the Democratic Party of Albania, the first major opposition group in the country, and was formally elected to that position in 1991.

Presidency and Economic Reform

Following the 1992 legislative elections, Berisha was inaugurated as the second freely elected president of Albania on 9 April 1992. His administration initiated widespread market reforms, including the privatization of land and small enterprises, which resulted in significant GDP growth during the mid-1990s. During this period, he facilitated Albania's entry into the Council of Europe in 1995 and signed the 1994 Partnership for Peace Agreement. His tenure faced a major crisis following the 1996 collapse of widespread Ponzi schemes, which eventually triggered civil unrest and led to his resignation from the presidency in 1997.

Later Political Tenure

Berisha remained active as the chairman of the Democratic Party and returned to government as the Prime Minister of Albania from 2005 to 2013. During his long career, he represented Albania at the Parliamentary Assembly of the Council of Europe across two terms: 2004–2006 and 2013–2017. He has also served multiple terms as a Member of the Parliament of Albania. He remains a prominent figure in the opposition today, although he has faced international scrutiny and was barred from entry into the United States and sanctioned by the United Kingdom due to allegations of corruption and ties to organized crime.
