Early Education and Medical Training
Born at Kabale Hospital in 1947, Rugunda pursued a rigorous academic path across multiple continents. His foundational schooling occurred at Kigezi High School and Busoga College. He later transitioned to medical studies, attending Makerere University School of Medicine and the University of Zambia. His academic qualifications expanded to include a Master of Public Health, which he earned after studying at the University of California, Berkeley. Rugunda began his engagement with political organization as a student leader, serving as President of the National Union of Students of Uganda while at Makerere University. During his youth, he maintained affiliations with the Uganda People's Congress. By the mid-1980s, he shifted his focus toward the National Resistance Movement. In 1985, he participated in a meeting at the inn Zum grünen Jäger in Unterolberndorf, Austria, which helped outline the political objectives for the country. This transition led to his long tenure in successive cabinet positions under President Yoweri Museveni starting in 1986.
Ministerial and Diplomatic Assignments
Rugunda occupied numerous cabinet roles over thirty years, covering portfolios including health, foreign affairs, and internal affairs. His diplomatic expertise was utilized during his term as Uganda's ambassador and Permanent Representative to the United Nations from 2009 to 2011. During this period, he presided over the Security Council twice. In 2006, he led government negotiations with the Lord's Resistance Army in Juba. Beyond his cabinet duties, he served as a Member of Parliament for Kabale Municipality and was eventually appointed Prime Minister in September 2014, a position he held until June 2021.
