Early Professional Trajectory
Before his long tenure at UNESCO, Maheu held several key positions in information and press management. Between 1936 and 1939, he served as the head of the French Information Office in London. He spent the period from 1940 to 1942 teaching in Morocco. Following this academic appointment, he took a managerial role at the France-Afrique press agency in Algiers and later worked within the Executive Office of the Resident-General in Rabat.

Maheu entered UNESCO in 1946, initially serving as the Chief of the Division of Free Flow of Information. His administrative influence grew steadily throughout the following decade. In 1949, Jaime Torres Bodet appointed him Director of his Executive Office. He was named Assistant Director-General in 1954 and subsequently acted as the UNESCO representative at headquarters from 1955 until 1958. By 1959, he reached the rank of Deputy Director-General.
Leadership and Recognition
In 1961, Maheu became the Acting Director-General of UNESCO. From 1962 to 1974, he held the position of Director-General across two successive mandates. His service earned him various international honours, including the Grand Cross of the Order of the Sun of Peru and the Knight of the Legion of Honour. In 1967, he was named a Grand Officer of the Order of Saint-Charles. He also received honorary doctorates from Laval University in 1973 and the University of Ottawa.
