The 1994 Rwandan genocide occurred following the assassination of President Juvénal Habyarimana, resulting in the deaths of hundreds of thousands. Kagame led the RPF to a military victory that halted the genocide. He subsequently served as Vice President and Minister of Defence from 1994 to 2000 under Pasteur Bizimungu, maintaining control of the national army while overseeing early state reconstruction.

Since taking the presidency in 2000, Kagame has prioritized national development, focusing on healthcare, education, and economic growth.
