Technical Foundations and Early Career
Born in 1983 in the Zawiya Mountain region, al-Bashir pursued formal training in engineering. He earned an electrical engineering degree from the University of Aleppo in 2007. By 2011, he led the Precision Instruments Department at the Syrian Gas Company. During the Syrian civil war, he moved into the education sector, managing the Al-Amal Educational Institute. In 2020, he furthered his academic credentials by completing a magister degree in Sharia and law at Idlib University, alongside training in project management and administrative organisation.

His political career began with administrative roles in the Salvation Government, including positions within the Ministry of Awqaf and the Ministry of Development and Humanitarian Affairs. Between 2022 and 2024, he served as a minister. In January 2024, the General Shura Council elected him prime minister. His platform prioritised e-government initiatives, regulatory reform for real estate, and zoning expansion in Idlib. In March 2024, he signed an amnesty decree for prisoners not convicted of serious offences.
Transitions in Damascus
In December 2024, following the collapse of the Assad regime, al-Bashir participated in the power transfer coordination alongside outgoing Prime Minister Mohammad Ghazi al-Jalali and HTS leader Ahmed al-Sharaa. Appointed by the Syrian General Command, he led the caretaker government through a period of structural instability. By March 2025, the adoption of a new Constitutional Declaration abolished the prime minister office in favour of a presidential system. Following this change, he assumed his current role as Minister of Energy in Damascus.
