Early Education and Professional Beginnings
Born in 1966 in Lobnya, Mikhail Mishustin pursued technical and economic studies early in his life. He graduated from the Moscow State University of Technology STANKIN in 1989, where he majored in system engineering, and subsequently completed postgraduate studies at the same institution. His academic qualifications include a Doctor of Economics degree earned at the Russian Presidential Academy of National Economy and Public Administration. Mishustin entered government service in 1998 as an assistant to the head of the State Tax Service. Over the following decade, he held various high-level positions, including Deputy Minister of Taxes and Duties. From 2004 to 2006, he directed the Federal Agency for Real Estate Cadastre, where he oversaw the implementation of a new valuation system that enabled land taxes based on cadastral value. He later headed the Federal Agency for the Management of Special Economic Zones from 2006 to 2008, establishing industrial and technical zones in regions such as Tatarstan, Lipetsk, and Tomsk.
Modernization of Tax Administration
In 2010, Mishustin was appointed head of the Federal Taxation Service. During his ten-year tenure, he prioritized the digitization of tax services, emphasizing the use of big data and artificial intelligence to monitor economic transactions. By mandating that retailers transmit transaction data in real time and requiring businesses to submit invoices electronically, he established a comprehensive surveillance system for tax compliance. These measures were credited with significantly reducing the VAT gap from 20 percent to less than 1 percent, although the methods faced criticism for their intensity regarding the oversight of commercial entities.
Prime Ministership and Recognition
Following the resignation of Dmitry Medvedev and his government in January 2020, President Vladimir Putin nominated Mishustin for the position of Prime Minister. The State Duma confirmed his appointment on 16 January 2020. Since assuming the office, he has managed the federal government during a period of legislative and constitutional transition.
