The University of Otago awarded Mazlan Othman a doctorate in physics in 1981, marking the first time the institution granted that degree to a woman since its 1869 founding. Born in 1951 in Seremban, Malaysia, Othman evolved from a boarding school student into the nation's premier astrophysicist and a significant figure within the United Nations.
Academic Foundations and Early Career
Othman attended Kolej Tunku Kurshiah before traveling to New Zealand on a Colombo Plan scholarship to study at the University of Otago. Despite familial pressure to pursue medicine, she focused on physics. Following her doctoral studies, she returned to Malaysia to join the National University of Malaysia as a tutor. She subsequently broadened her research experience during a semester at the Kiso Observatory in Japan.

In 1990, Prime Minister Mahathir Mohamad appointed Othman to lead the Planetarium Division. Her oversight included the 1993 opening of Planetarium Negara in Kuala Lumpur. As the director general of the Space Science Studies Division, she established a microsatellite development program and attained a full professorship. By 2002, she served as the founding director general of Angkasa, the Malaysian National Space Agency, where she facilitated the mission of the first Malaysian astronaut, Sheikh Muszaphar Shukor.
United Nations Leadership
Othman served two distinct terms as director of the United Nations Office for Outer Space Affairs in Vienna, first from 1999 to 2002 and again from 2007 to 2014. Her international duties encompassed the coordination of space law, the management of near-Earth objects, and the mitigation of space debris. In 2010, she clarified her role regarding extraterrestrial contact protocols, noting that UN discussions focus on scientific and societal frameworks for space-related policies.
Global Recognition and Later Work
Throughout her career, Othman has received numerous accolades, including the 2009 President's Medal from the Institute of Physics. Her Malaysian honors include the Panglima Setia Mahkota in 2021 and the title of Dato' Seri. Since retiring from the United Nations in 2013, she has served as a senior fellow at the Academy of Sciences Malaysia and directed the International Science Council Regional Office for Asia and the Pacific. As of May 2023, she holds a non-executive position at HKATG.
