Medical Foundation and Early Career
Born in 1930 in Narrandera, Bashir pursued medical studies at the University of Sydney, graduating from Sydney Medical School in 1956. Her early clinical work included roles at St Vincent's Hospital and the Royal Alexandra Hospital for Children. After practicing as a general practitioner, she undertook postgraduate studies in psychiatry, eventually joining the Royal Australian and New Zealand College of Psychiatrists as a fellow in 1980.

In 1972, she became the founding director of the Rivendell Child, Adolescent and Family Service. Her career was defined by efforts to improve community health, particularly for migrant and Indigenous populations. By 1994, she served as Clinical Director of Mental Health Services for the Central Sydney Area Health Service. In this capacity, she oversaw significant public sector reforms while lecturing at the University of Sydney and the University of New South Wales.

Appointed Governor of New South Wales in 2001, she held the office for 13 years, the second-longest term in the state's history. During her tenure, she concurrently served as Chancellor of the University of Sydney from 2007 to 2012.
