Athletic Career

Stephen entered the Parliament of Nauru following his election in 2003, representing the Ewa and Anetan Constituency. During the presidency of René Harris, he served as Minister for Finance and Minister of Education. He later held various cabinet portfolios, including oversight of the Nauru Fisheries & Marine Resources Authority, the Nauru Phosphate Royalties Trust, and roles involving police, prisons, and good governance. Between 2001 and 2003, he had worked in management at the Bank of Nauru.
Presidential Term
In December 2007, Stephen successfully moved a vote of no confidence against President Ludwig Scotty, leading to his own inauguration as President of Nauru. His administration faced significant turmoil, including allegations of corruption and multiple states of emergency during the 2010 election cycle. Despite the challenges, he oversaw constitutional revision consultations regarding the presidential election process. He resigned from the presidency in November 2011 amid continued political pressure.
Legislative Service
Following his presidency, Stephen remained active in government. He was re-appointed to the Cabinet in June 2012 under President Sprent Dabwido. By 2019, he held the position of Speaker of the Parliament of Nauru, having been elected to the post on 27 August 2019. Throughout his public life, he maintained connections to the Nauru National Olympic Committee, having served as its president starting in 2009.
