Luís Filipe Montenegro Cardoso de Morais Esteves assumed the office of prime minister of Portugal in April 2024, heading the XXIV Constitutional Government. Early Career and Local Politics
Raised in Espinho, Montenegro followed his father and grandfather into the legal profession after graduating from the Porto School of Law at the Catholic University of Portugal. His political engagement began early, serving as president of the Social Democratic Youth in Espinho between 1994 and 1996. He participated in local governance on the city council from 1997 until 2001. In 2005, he stood as a candidate for mayor of Espinho, ultimately losing to José Mota of the Socialist Party.
Parliamentary Tenure
Montenegro entered the Assembly of the Republic in 2002 as a representative for Aveiro. Over the following two decades, he maintained a consistent legislative presence, serving consecutive terms until 2018. During his time in parliament, he held significant internal roles, including leading the parliamentary group of the Social Democratic Party from 2011 to 2017. His tenure coincided with the European troika intervention, during which he advocated for strict economic austerity measures.

Following an unsuccessful leadership bid against Rui Rio in 2020, Montenegro secured the presidency of the Social Democratic Party in 2022 by defeating Jorge Moreira da Silva with 72.47% of the vote. In early 2024, he formed the Democratic Alliance, a pre-electoral coalition with the CDS-PP. This coalition secured a plurality of seats in the 2024 legislative elections, leading to his appointment as prime minister by President Marcelo Rebelo de Sousa.
Prime Minister and Governance
Upon his inauguration in April 2024, Montenegro committed to leading a minority government. His administration addressed several key policy areas, including plans for a new Lisbon airport in Alcochete and modifications to national immigration laws. Additionally, he introduced a reduction in corporate income tax from 21% to 15%. His term faced scrutiny regarding his professional and family business interests, including a criminal investigation into tax benefits which was closed in December 2024 with no evidence of wrongdoing.
