Born in 1767 in Champagne-en-Valromey, Costaz operated within the intersection of academic science and state bureaucracy, holding various positions that bridged technical expertise and governmental administration until his death in Paris in 1842.
Academic and Scientific Foundations
Before transitioning into high-level administrative roles, Costaz pursued a career in mathematics and education. He spent time teaching at the military school at Thiron until 1793 and later served as an instructor at the École polytechnique. His scientific credentials led to his inclusion in the Commission des Sciences et des Arts, which facilitated his participation in the expedition to Egypt. During this period, he acted as the secretary to the Institut d'Égypte, held a position on the Privy Council of Egypt, and accompanied the military effort to Suez.

Upon returning to France, Costaz shifted his focus toward governance and public infrastructure. He was a member of the Tribunat between 1801 and 1802, later presiding over the body from 1801 to 1803. His administrative expertise led to his appointment as the Prefect of Manche, where he served from 1804 to 1810. His career continued to advance within the state apparatus, serving as the intendant of crown buildings from 1809 to 1813 and as the director general of bridges and roads from 1813 to 1814. In 1813, he was summoned to the Conseil d’État.
Later Appointments and Public Life
During the final stages of his public tenure, Costaz held several significant roles, including serving as the Prefect of Nord in 1815. Beyond his administrative duties, he participated in the French National Assembly and chaired the Conseil général du Loiret. For his services to the state, he received the distinctions of Knight and Officer of the Legion of Honour. Following his stint in Nord, he retreated from active public engagement.
