Born in 1951 in Nicoreni, Kulikovski has dedicated her career to the structural reform of the Moldovan library system and the academic study of librarianship.
Academic Foundation and Early Career
Kulikovski completed her degree in Philology at the State University of Moldova in 1973, where she studied under professors Ion Osadcenco and Anatol Ciobanu. Her early professional life involved managing a subsidiary of the Municipal Library of Chișinău. From 1978 to 1982, she oversaw the centralized library system in Cahul. Upon returning to the municipal library system, she led the acquisitions team until 1989.

Serving as the director of the Hasdeu Municipal Library from 1989 or 1990 until 2013, Kulikovski implemented significant changes to the institution's collection policies. She prioritized the de-ideologizing of available texts and documents. Her network expansion strategy introduced nine new branches throughout the city, which specialized in Romanian literature. Additionally, she launched an ethnic diversity initiative, resulting in library subsidiaries featuring works in Russian, Ukrainian, Polish, Bulgarian, Jewish, and Gagauz.
Scholarly Contributions and International Outreach
In 2003, Kulikovski earned a doctorate in Pedagogy with a dissertation focusing on library service evolution for disadvantaged populations. She has authored approximately 200 research papers, essays, and bibliographies. As an educator at the State University of Moldova's Journalism faculty, she teaches book sociology and library management. Her professional work includes coordinating European initiatives such as PULMAN and Calimera and founding the journal BiblioPolis in 2002.
