Early Career and Education
Born in May 1952 in Putian, Fujian, Li Lihui entered Xiamen University in 1974 to study finance. He became a member of the Chinese Communist Party in February 1975. Upon completing his studies in 1977, he received an assignment at the People's Bank of China, marking his entry into the national financial apparatus.

Beginning in September 1984, Li accepted a series of increasingly responsible positions at the Industrial and Commercial Bank of China. His tenure included serving as vice president of the Fujian Branch and as the chief representative for the institution in Singapore. He also managed the International Business Department before being named vice president of the bank in July 1994.
Government and Bank Leadership
In September 2002, Li transitioned to public service as the vice governor of Hainan. He occupied this office for nearly two years. In August 2004, he moved to the Bank of China to serve as president. He held this senior executive role for ten years, departing in January 2014. Beyond his banking career, he has served as a deputy to the National People's Congress.
