Lars Løkke Rasmussen, born in Vejle in 1964, has maintained a multi-decade presence in the Danish Folketing and served as Prime Minister of Denmark during two distinct periods, from 2009 to 2011 and again from 2015 to 2019. His career bridges the traditional structures of the Venstre party and his own subsequently founded party, the Moderates.
Legislative and Administrative Foundation
Educated as a jurist at the University of Copenhagen, Rasmussen entered formal politics through the youth wing of Venstre, which he chaired from 1986 to 1989. His administrative experience grew during his tenure as the county mayor of Frederiksborg County from 1998 to 2001. Upon entering national cabinet roles, he served as the Minister for Health from 2001 to 2007, a period during which he oversaw the significant 2007 municipal reform that reduced the national count of municipalities from 271 to 98 and replaced 14 counties with five administrative regions.

Rasmussen transitioned to the role of Finance Minister in 2007, serving until 2009. In this capacity, he managed the financial fallout of the 2008 global crisis, including negotiations regarding bank funding. In early 2009, he served as the primary negotiator for a major tax reform, which implemented reduced income taxes alongside increased levies on pollution. He asserted this change represented the most substantial reduction in marginal tax rates since 1903, though the policy faced criticism from the opposition for its perceived benefit to high-income earners.
Leadership Transitions
In April 2009, Rasmussen succeeded Anders Fogh Rasmussen as Prime Minister of Denmark following the latter's appointment to NATO. After losing the 2011 general election to Helle Thorning-Schmidt, he returned to the premiership in 2015. His second term began with a Venstre-only cabinet, which expanded in 2016 to incorporate the Liberal Alliance and the Conservative People's Party. He remained in office until June 2019, eventually handing power to Mette Frederiksen after a general election defeat.
Formation of the Moderates
Following his resignation as chairman of Venstre in August 2019, Rasmussen exited the party in 2021. He subsequently established the Moderates, a political entity centered on the objective of ending the prevailing bloc politics in the Danish parliament. The party secured 16 seats in the 2022 general election, and as of late 2022, Rasmussen serves as the Minister of Foreign Affairs for Denmark.
