Karolos Papoulias served as the sixth President of Greece from 2005 to 2015, capping a long career in diplomacy and parliamentary governance. Born in Ioannina in 1929, he emerged as a key figure within the Panhellenic Socialist Movement, steering Greek foreign policy through complex transitions during the late twentieth century while holding various ministerial portfolios.
Early Resistance and Education
During the 1941 Nazi invasion of Greece, a young Papoulias engaged in armed resistance. His academic trajectory included law studies at the National and Kapodistrian University of Athens, followed by advanced degrees in international law from the University of Milan and the University of Cologne. During the 1967 Greek military junta, he resided in West Germany, organizing opposition efforts among Greek expatriates and collaborating with Deutsche Welle.

Papoulias secured a seat in the Hellenic Parliament in 1977, maintaining it until 2004. As Minister for Foreign Affairs between 1985 and 1989 and again from 1993 to 1996, he focused on Balkan stability and Mediterranean relations. He initiated the first meeting of Balkan Foreign Ministers in 1988 and pursued diplomatic normalization with countries including Albania and Egypt, while working to advance Cyprus’s European Union accession.
Presidency and Legacy
Elected President in 2005 with 279 parliamentary votes, he navigated a decade marked by significant domestic unrest. In 2008, he issued public appeals for calm during intense Athens riots. His tenure saw him represent Greece on the international stage until his retirement in 2015. He held numerous international decorations, including the Order of the Elephant and the Order of the White Eagle, before his death in Athens in 2021.
