Early Career and Education
Born in 1950 in Mindelo, Fonseca received his primary and secondary schooling across Praia and Mindelo. He pursued higher education in Lisbon, Portugal, where he earned degrees in Law and a Master in Legal Sciences from the University of Lisbon. His initial government work began in the mid-1970s, serving as Director General of Emigration from 1975 to 1977 and Secretary General of the Ministry of Foreign Affairs between 1977 and 1979.

Fonseca maintained a parallel academic presence, serving as a graduate teaching assistant at the University of Lisbon and an invited professor at the Institute of Forensic Medicine of Lisbon. He later held a position as an invited associate professor at the University of East Asia in Macau. In 1991, he returned to national government as the Minister of Foreign Affairs, a role he held until 1993.
Presidency and Public Service
After an unsuccessful bid in 2001, Fonseca sought the presidency again in 2011 with the backing of the Movement for Democracy. He won the election, taking office on 9 September 2011 as the fourth president of Cape Verde. He secured re-election in 2016 with 74.08% of the vote. His tenure focused on his duties as a statesman and jurist, furthered by his work as an author of technical legal books and poetry.
Honours and Distinctions
His service to the state has been recognized through various international and national awards. He holds the status of Freedom Fighter of the Country and has received the Grand Collar of the Order of Prince Henry and the Grand Collar of the Order of Liberty. Additional recognitions include the Order of the Gold Lion of the House of Nassau, the Order of the Republic of Serbia, and the Order of the Immaculate Conception of Vila Viçosa.
