Isser Harel

Commanding the intelligence and security services of Israel, Isser Harel remains the only individual in the history of the state to hold a position that consolidated both internal and external security responsibilities. Serving as Director of the Mossad from 1952 until 1963, he directed operations that fundamentally shaped the nation's clandestine capabilities during its formative years.

Early Life and Migration

Born Yisrael Natanovich Halperin in Vitebsk in 1912, Harel grew up in a household managed by his father, Rabbi Natan-Neta Halperin, and his mother, Yocheved. Following the disruptions of the Russian Civil War and the Soviet confiscation of the family business, the family relocated to Daugavpils, Latvia, in 1922. In 1930, at the age of 17, he secured a certificate of immigration to Mandatory Palestine using falsified documents and traveled via Genoa.

The Pre-State Security Years

Upon arriving in Palestine, Harel joined Kibbutz Shfayim and worked in the citrus orchards of the Sharon plain. In 1942, he enlisted in the Haganah, eventually moving into the Shai, the organization's intelligence branch. By 1944, he was serving at Shai headquarters in Tel Aviv as the head of the Jewish Department, focusing on internal security and the monitoring of underground political movements. During this period, he became known as Isser the Small to distinguish him from colleague Isser Be'eri.

Leadership and Political Tenure

Following his service as Mossad Director, Harel shifted his focus toward national governance. He was a member of the cabinet of Israel and served as a Knesset member between 1969 and 1974. Throughout his later life, he applied his experiences as an intelligence officer and spy to his work as an author, documenting his perspectives on Israeli security until his death in 2003 in Petah Tikva.
