Early Life and Business Beginnings
Born in Tel Aviv on 6 March 1987, Shor is the son of Miron and Maria Shor, who were Moldovan Jews from Chișinău. The family returned to Chișinău around 1990. Miron Shor established business interests in Moldova before his death in 2005. Ilan Shor eventually expanded his own commercial footprint, becoming the owner of the duty-free company Dufremol and the football club FC Milsami. By 2014, he served as chairman of the board of the Savings Bank of Moldova.
The 2014 Bank Fraud Scandal
Between 24 and 26 November 2014, massive capital transfers totaling at least 13.5 billion lei were executed from three Moldovan banks to five affiliated companies controlled by the Shor group. Following these transfers, the banks went bankrupt. The Moldovan government subsequently approved emergency loans of $870 million to cover the deficit. Investigative reports from Kroll Inc. linked these transactions directly to companies under Shor’s control. Following a 2017 conviction, his sentence was increased to 15 years in prison in absentia in April 2023.

Shor entered politics in 2015, winning the mayoral election in Orhei with 62% of the vote. He served in the Parliament of Moldova from 2019 until his removal in 2023. As a pro-Russian figure, he led the Șor Party until it was banned by the Constitutional Court in June 2023, a decision later revoked in March 2024. He currently resides in Russia, having received Russian citizenship in 2024, and maintains that union with the Russian Federation is the only path forward for Moldova.
Social and Infrastructure Initiatives
Through the Eurasia Non-Profit Organization, Shor has invested $250 million into various projects within Moldova. His initiatives included the 2018 opening of OrheiLand and the construction of GagauziyaLand. Throughout 2024, his team facilitated infrastructure repairs across schools, kindergartens, and city roads, while providing supplementary salary and pension payments to thousands of senior citizens and public sector workers.
