Academic Background
Born in Beirut in 1959, Diab pursued an extensive education in engineering. He completed a bachelor of science degree in communications engineering at Leeds Metropolitan University in 1981, followed by a master's degree in systems engineering from the University of Surrey in 1982. He earned his PhD in computer engineering from the University of Bath in 1985. His career began in academia that same year, when he joined the American University of Beirut as a computer engineering professor, later serving as vice president for regional external programs between 2006 and 2011.

Diab entered government service as the Minister of Education and Higher Education in June 2011, serving under President Michel Suleiman until February 2014. During this time, he was identified as an advocate for educational reform. His academic contributions are documented in over 160 articles and papers covering topics such as microprocessor systems, fuzzy controllers, and the standardization of the Arabic language in information and communication technology.
Premiership and Resignation
In December 2019, Diab was designated as Prime Minister by President Michel Aoun to succeed Saad Hariri. His cabinet, formed in January 2020, comprised twenty technocrats and included the highest percentage of female ministers in the region's history at that time. Throughout his administration, he managed a 2020 state budget reduction and approved a financial rescue plan. In March 2020, his government announced Lebanon's first-ever sovereign debt default. Following the Beirut explosion in August 2020, mass protests and the resignation of multiple cabinet members led Diab to resign his government's position, though he continued as caretaker until September 2021.
