In 2007, during the Portuguese presidency of the Council of the European Union, Bernardino chaired the Council working group tasked with negotiating the Solvency II directive and the Accounting Expert Group. This role preceded his leadership at the Committee of European Insurance and Occupational Pensions Supervisors, where he served as chairman of the managing board from 2009 until 2011.
Tenure at EIOPA
On 1 March 2011, Bernardino became the chairman of the European Insurance and Occupational Pensions Authority. His appointment followed a European Commission pre-selection and confirmation by the European Parliament. He served two consecutive five-year terms, concluding his tenure in February 2021. Throughout this period, he held responsibility for the strategic direction of this financial regulatory authority and served as the second vice-chair of the European Systemic Risk Board.
