He managed security priorities regarding Afghanistan, Turkmenistan, and Pakistan, which included anti-drug operations and support for the Northern Alliance. In 1998, he was named deputy commander, a role in which he oversaw financial disbursements to groups such as Hezbollah and managed networks aimed at suppressing regional dissent.
Involvement in Syria
Ghaani played a significant role in the Syrian civil war, specifically through the recruitment and training of the Liwa Fatemiyoun and Liwa Zainabiyoun militias. In 2012, his remarks regarding the Quds Force presence in Syria drew international scrutiny following a massacre in the Houla region. Officials within the U.S. State Department alleged that forces trained under his oversight were involved in the conflict.
