Dmytro Kuleba served as Ukraine's Minister of Foreign Affairs from 4 March 2020 until his resignation on 4 September 2024. As the youngest individual to hold that cabinet position, his tenure spanned the period of the full-scale Russian invasion of Ukraine, during which he focused on securing international support through active diplomacy and global advocacy.
Academic and Early Diplomatic Career
Born in Sumy in 1981, Kuleba attended the Institute of International Relations of the Taras Shevchenko National University of Kyiv. He graduated in 2003 with a degree in International Law and earned a PhD in Law in 2006. He initially entered the diplomatic service in 2003 but exited in 2013 to protest the policies of President Viktor Yanukovych, subsequently chairing the UART Foundation for Cultural Diplomacy and participating in the Euromaidan protests.

Following the onset of the Russian invasion in 2014, Kuleba returned to the Ministry of Foreign Affairs as an Ambassador-at-Large. During this period, he prioritized the development of digital, cultural, and public diplomacy frameworks. By 2016, he became the Permanent Representative of Ukraine to the Council of Europe, holding that role until 2019 before transitioning into domestic political leadership.
Governmental Roles and Policy Initiatives
Kuleba served as the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine from 2019 to 2020. Upon his appointment as Minister of Foreign Affairs, he became a member of the National Defense and Security Council of Ukraine. His work involved coordinating international reactions to military escalations, engaging with various international bodies, and advocating for the restoration of Ukrainian territorial integrity against Russian forces.
