Academic Background
Born in San José de Mayo in 1962, Salinas pursued his medical education at the University of the Republic, where he earned a Doctor of Medicine degree in 1988. He later expanded his qualifications, obtaining a bachelor's degree in neurology in 2008. His academic profile further includes a master's degree in Health Business Management from the University of Montevideo in 2012, and a master's degree in Innovation and Entrepreneurship from the University of Barcelona in 2018. Before his political tenure, Salinas operated within several major Uruguayan medical institutions, including the Central Hospital of the Armed Forces, the Círculo Católico de Obreros del Uruguay, and Casa de Galicia. His professional focus involved both clinical work and administrative oversight. He led the Electroencephalography Service at Vilardebó Hospital from 2012 to 2018. Simultaneously, he managed material resources for the Uruguay Medical Union Assistance Center between 2009 and 2019.
Ministerial Tenure
Appointed on 16 December 2019 as a representative of the Open Cabildo party, part of the Coalición Multicolor, Salinas replaced Jorge Basso as Minister of Public Health. His term began just days before the first cases of COVID-19 were identified in Uruguay on 13 March 2020. The ensuing weeks saw the cancellation of public performances and the closure of various public venues. Following his departure on 13 March 2023, he was succeeded by Karina Rando. Upon leaving government, Salinas publicly stated his intention to exit politics, citing distress caused by interactions with anti-vaccine groups.
Post-Government Work
Following his resignation from the Ministry of Public Health, Salinas transitioned into academic leadership. In April 2023, he accepted the role of dean for the Faculty of Health Sciences at the Catholic University of Uruguay, a position he maintained through August 2026.
