Cleopa David Msuya served two distinct tenures as Prime Minister of Tanzania, bookending a political career that spanned decades of administrative and legislative responsibility. Born in 1931 in the Kilimanjaro Region, he navigated the national government through significant economic and industrial shifts, eventually retiring from formal parliamentary life in 2000 after decades of public service.
Early Career and Education
Msuya was born on 4 January 1931 in Chomvu, Usangi, located in the Mwanga District. He pursued his higher education at Makerere University College, where he studied from 1952 until 1955. Following his graduation, he spent eight years focused on community and social development projects within rural Tanzanian environments between 1956 and 1964.

In 1964, Msuya began a period of service as a Permanent Secretary across multiple government branches. His administrative trajectory included roles within the Ministry of Community Development and Culture, the Ministry of Lands Settlement and Water Development, and the Ministry of Economic Affairs and Planning. By 1970, he transitioned to the Ministry of Finance, formally assuming the role of Minister for Finance on 18 February 1972. His cabinet responsibilities expanded over the following years to include positions overseeing industry and trade.
Prime Ministerial Tenures
Msuya first assumed the office of Prime Minister in November 1980, holding the position until February 1983. He returned to ministerial work, overseeing finance portfolios throughout the mid-1980s before taking on the Ministry of Industry and Trade from 1990 to 1994. In December 1994, he was appointed Prime Minister for a second time, serving concurrently as Vice President until November 1995.
Legislative Service and Retirement
Following his second term as Prime Minister, Msuya was elected to the National Assembly of Tanzania in the 1995 parliamentary election. He served as a backbencher for the remainder of that term until his retirement on 29 October 2000. Post-retirement, he remained engaged with the Chama Cha Mapinduzi, serving on its National Executive Committee as of 2006. He also chaired the Kilimanjaro Development Forum and was appointed Chancellor of the Ardhi Institute in 2019. He died from cardiac complications on 7 May 2025 at Mzena hospital in Dar es Salaam.
