Early Career and Legislative Service
Born in Pereira in 1947, Gaviria pursued studies at the University of the Andes. His early public involvement included establishing the AIESEC branch at his university before securing election as a local councilman at 23. He later served as mayor of Pereira. By 1974, he entered the national Chamber of Representatives, later becoming its president in 1984. During the Virgilio Barco administration, he held significant cabinet roles, including Minister of Finance and Public Credit from 1986 to 1987.

Elected President of Colombia in 1990, Gaviria oversaw the adoption of the 1991 Constitution. His term was dominated by conflicts with the Medellín and Cali drug cartels. Although he directed state efforts against these organizations, his administration faced scrutiny regarding the construction of La Catedral, a prison that allowed Pablo Escobar to exert influence until his escape in 1992 and eventual death in 1993. His administration also created the Convivir network in 1994, which faced allegations of facilitating paramilitary violence.
International Diplomacy and Later Roles
Following his term as president, Gaviria moved into international diplomacy, serving as the General Secretariat of the Organization of American States from 1994 to 2004. During this decade, he worked on regional stabilization, including his role as an international facilitator during the 2002-2003 Venezuelan political crisis. In subsequent years, he remained active in domestic politics as the national director of the Colombian Liberal Party and has been identified as a member of the Club of Rome.
