Early Development and Civil Service Path
Born in 1957 in British Hong Kong, Lam was raised in a tenement flat on Lockhart Road. She attended St. Francis' Canossian College before studying at the University of Hong Kong. After graduating in 1980, she entered the administrative service, refining her expertise in budgetary planning and treasury management. During the early 2000s, she managed the Social Welfare Department and served as the Director General of the Hong Kong Economic and Trade Office in London. Lam transitioned to a principal official role in 2007 when appointed Secretary for Development. Early in this capacity, she oversaw the demolition of the Queen's Pier, a move that met with significant public opposition. Her refusal to alter the government's stance against protesters during this time earned her a reputation as a persistent negotiator within the administration. She subsequently served as Chief Secretary for Administration from 2012 to 2017 under the Leung Chun-ying government.

Assuming the role of Chief Executive in 2017, Lam navigated a complex domestic environment. In 2019, she introduced an extradition bill that triggered widespread protests and international criticism. While the bill was withdrawn, domestic unrest persisted, resulting in thousands of arrests. Her administration's later years were marked by the implementation of the national security law in 2020 and efforts to manage the COVID-19 pandemic. In 2022, she opted against seeking a second term, with her service concluding on 1 July 2022.
