Early Career and Move to Qatar
Born on 9 July 1990 in Bou Ismaïl, Khoukhi developed his skills within the youth system of JSM Chéraga in Algeria. He progressed to the senior team during the 2009–10 season. Following a period of interest from various Algerian clubs, he moved to Qatar to join Al Shamal. Upon arrival, a trial offer from Al Arabi coach Uli Stielike redirected his career path, leading to a contract with the club.

Khoukhi established himself as a starter for Al Arabi in November 2009. His involvement with the club included a 1–0 victory over Lekhwiya in the 2010 Sheikh Jassem Cup final. Throughout his tenure, he faced potential departures, including loan interest from Al Ittihad and a transfer offer from Júbilo Iwata in 2014, but he opted to sign a contract renewal, remaining with the club until 2017.
International Transition
Although initially called up to the Algeria under-23 team in 2010, Khoukhi received Qatari citizenship to assist with club foreign player quotas. In 2013, he was selected for the Qatar B team by Djamel Belmadi. He debuted for the Qatar national team on 25 December 2013 against Palestine. His international career expanded to include participation in the 2019 Copa América, where he scored against Paraguay, and successful campaigns in the AFC Asian Cup.
Move to Al Sadd
In July 2017, Khoukhi transferred to Al Sadd. His time with the club has included several titles, such as the Qatar Stars League wins in 2018–19 and 2020–21, alongside victories in the Qatar Cup, Emir of Qatar Cup, and Sheikh Jassim Cup. Although reports emerged in 2019 regarding a potential move to Al-Gharafa, Al Sadd formally disputed the validity of that transfer.
