Academic Foundation
Born in Ganja in 1951, Asaf Hajiyev pursued his higher education at the Lomonosov Moscow State University. He earned his undergraduate degree in 1973, followed by a PhD in 1979. His professional trajectory advanced in 1992 when he was awarded the Doctor of Sciences degree from the N. Bauman Moscow State Technical University. Hajiyev eventually attained the rank of professor and was elected a full member, or academician, of the Azerbaijan National Academy of Sciences in 2014.

Parliamentary and Institutional Service
Beyond his mathematical research, Hajiyev maintained a long career in public service. He served as a member of the National Assembly of Azerbaijan from 1995 to 2015, representing Ganja. During this period, he became active in international governance, notably serving as the vice-president of the Parliamentary Assembly of the Black Sea Economic Cooperation. In 2015, he assumed the role of Secretary-General for the organization, a position held through 2025.
