Professional and Union Background
Before transitioning into high-level national governance, Rinne completed a Candidate of Law degree at the University of Helsinki. His early professional trajectory was defined by extensive involvement in organized labor. He served as the chair of the Union of Private Sector Professionals between 2002 and 2005, subsequently leading the Union of Salaried Employees until 2010. His final union role was as head of Trade Union Pro, which he led until 2014.

Rinne became the chairman of the Social Democratic Party of Finland on 9 May 2014, successfully challenging Jutta Urpilainen for the post. His tenure as party leader spanned from 2014 to 2020. During his initial period of national influence, he functioned as the Minister of Finance and Deputy Prime Minister of Finland from 2014 through 2015. He held a seat as a member of the Parliament of Finland for several years, including the term starting in 2015 and continuing until 2023.
The 2019 Cabinet and Departure
Following the 2019 parliamentary election, Rinne occupied the chair of Speaker of the Parliament of Finland from April to June. His subsequent appointment as Prime Minister was short-lived. Following his cabinet's resignation on 3 December 2019, he oversaw a caretaker government at the request of President Sauli Niinistö until Sanna Marin assumed the premiership on 10 December. Shortly thereafter, he was elected First Deputy Speaker of the Parliament.
Legal Challenges and Later Career
Rinne faced various legal and professional complications throughout his career. He was convicted of organizing an illegal strike against the forest industry, a decision upheld by an appellate court in 2018 that included fines and legal costs. Earlier, he faced scrutiny regarding expense claims while working for the Automotive, Cargo and Ports worker's union and while managing a housing company in Lohja. By 2023, he transitioned to the role of General Secretary of SAMAK.
