Born in Bogotá in 1954, he eventually held the nation's highest office, serving as the President of Colombia between 1998 and 2002.
Early Career and Kidnapping
After graduating from Our Lady of the Rosary University in 1977 and attending Harvard University, Pastrana established the magazine Guión and the programadora Datos y Mensajes. He entered politics formally in 1982 with a seat on the Bogotá city council. His profile rose sharply in 1988 following his abduction by the Medellín Cartel, an act intended to pressure the government against extraditing drug lords. He was recovered by police a week later and subsequently won the mayoral election for Bogotá.

Pastrana secured the presidency in 1998 after an earlier unsuccessful attempt in 1994, during which he accused his opponent of campaign financing irregularities. His term was defined by the launch of Plan Colombia in 1999 alongside U.S. President Bill Clinton, an initiative aimed at strengthening the military to combat guerilla groups and trafficking. During these years, he facilitated negotiations with the FARC and ELN, which included the creation of a demilitarized zone. These efforts were met with significant public dissatisfaction and domestic criticism.
Diplomatic Roles and Post-Presidential Activity
Following his term, Pastrana served as Colombia's ambassador to the United States in 2005. He resigned the post in 2006, citing a moral impasse after the government appointed his former political rival to an ambassadorship in France. Since leaving office, he has participated in numerous organizations, including the Club de Madrid and the International Foundation for Electoral Systems. He remains active in international politics, recently signing the Madrid Charter in 2020 and maintaining a critical stance toward his own former political party.
