After serving as Minister of Industry, Trade and Tourism, he was appointed acting Prime Minister in March 2007 by President Kurmanbek Bakiyev. He later served as Prime Minister again from 2010 to 2011 before winning the presidential election with 63 percent of the vote.

During his presidency, Atambaev oversaw constitutional reforms that shifted power toward the parliament and implemented a biometric election system supported by the European Union.
