Early Career and Administrative Experience
Born in 1962 in Saint Petersburg, Miller pursued higher education at the Saint Petersburg State University of Economics, eventually earning a Candidate of Economic Sciences degree. His early professional path began in urban planning and civil construction research before transitioning into municipal governance. Following his municipal service, Miller shifted his focus toward logistics and energy infrastructure. He spent three years from 1996 to 1999 as an executive at the Big Port of Saint Petersburg. This was followed by a role as the Director General of the Baltic Pipeline System from 1999 to 2000. In 2000, he joined the Ministry of Energy of the Russian Federation as a Deputy Minister, a position that preceded his move to the top leadership at Gazprom.

Upon his appointment as CEO in 2001, Miller began implementing structural changes intended to unify the company's management. By 2002, he assumed the additional responsibility of Deputy Chairman of the Board of Directors. His tenure has been marked by the state’s strategy to utilize large energy entities as the primary foundations of the Russian economy, consolidating operations and reducing the influence of external third-party relationships.

Miller has received numerous honors for his contributions, including the Order of St. Mesrop Mashtots in 2005, the Order of Alexander Nevsky in 2014, and the title Hero of Labour of the Russian Federation in 2022.
