Ahliman Amiraslanov

Ahliman Amiraslanov, born in 1947 in the village of Zod, established a long-term influence on medical education and clinical oncology within Azerbaijan. Serving as rector of the Azerbaijan Medical University for over two decades, he integrated modern clinical standards into the national healthcare infrastructure while maintaining a consistent career in parliamentary service and surgical research.

Early Career and Scientific Research

Amiraslanov graduated from the Azerbaijan State Medical Institute in 1971. His early clinical experience involved surgery at the Baku City Clinical Oncology Hospital. Following this, he completed postgraduate training at the All-Union Oncological Scientific Center in Moscow between 1974 and 1977. He remained at this center for over a decade, advancing through roles as a junior, senior, and eventually a leading researcher in the Department of General Oncology. His contributions during this period were recognized with the USSR State Prize in 1986.

Leadership at Azerbaijan Medical University

In 1992, Amiraslanov became rector of the Azerbaijan Medical University, a position he occupied until 2015. Under his administration, the university underwent extensive restructuring, implementing the Bologna credit system for its faculties. He directed the development of specialized medical facilities, including a dentistry clinic in 2002, an oncology center in 2007, and therapeutic and surgical teaching clinics launched between 2010 and 2013. During his tenure, the institution joined several international academic networks, including the European University Association.

Parliamentary and Public Service

Amiraslanov entered politics as a deputy in the Supreme Soviet of the Azerbaijan SSR in 1990. He subsequently served in the National Assembly of the Republic of Azerbaijan, securing seats in the 4th, 5th, and 6th terms. As chairman of the Health Committee of the National Assembly since 2015, he maintains an active role in national health legislation. His broader public service includes membership on the Board of Trustees for the Knowledge Fund and the Science Development Fund under the President of Azerbaijan.

Scientific Affiliations and Honors

His academic standing is supported by membership in the Azerbaijan National Academy of Sciences, the Russian Academy of Sciences, and the Polish Academy of Medical Sciences. Beyond research, he contributes to international ethics as a UNESCO expert and chair of the national committee for bioethics. His service has been acknowledged with numerous state awards, including the Shohrat Order in 2000, the Sheref Order in 2017, and the 1st degree Order for Service to the Fatherland in 2022.
