🇮🇳 Soring Lepcha

He built a cheap filter against water-borne disease, then fitted it to the village taps.

One of 30 children honoured by India's President on Children's Day, 14 November 2015.

On Children's Day in November 2015, President Pranab Mukherjee presented national awards for exceptional achievement to thirty Indian children. One of them was Soring Lepcha, 12, honoured in the innovation category for designing a cost-effective water filter to control water-borne disease in his village — and for installing filters in community drinking water taps.

The award

The National Awards for Exceptional Achievement are presented annually to children across categories that included sports, arts, innovation and music. In 2015 the ceremony fell on 14 November, Children's Day in India, and President Pranab Mukherjee made the presentations.

Thirty children were recognised. Lepcha, then 12, was honoured in the innovation category. The news agency report describing the ceremony is brief on each recipient, which is the nature of a story that has to cover thirty awards in a few hundred words.

The awards themselves are a long-standing fixture of Children's Day in India, and the categories are deliberately broad, placing a chess player, a golfer, a percussionist and an inventor on the same stage. The comparison is not between the achievements but between the children who managed them.

The filter

The citation reported by Press Trust of India is specific about purpose: he designed a cost-effective water filter that can control water-borne diseases in his village. The word that matters is the one about cost, because water treatment technology is rarely the limiting factor in rural sanitation; affordability and maintenance are.

The second detail is the more unusual one. He is reported to have installed water filters in community drinking water taps — not to have proposed a design, but to have fitted it where people draw water. That is a step past the science fair, into deployment.

Installation is also the part that tests a design. A filter fitted to a public tap has to keep working without supervision, survive whatever the water carries, and be maintained by whoever uses it — constraints that do not apply to a device demonstrated once on a table.

Why water-borne disease is the target

Diseases carried in drinking water are among the most treatable public-health problems in the world and among the most persistent, because the remedy is infrastructural rather than medical. A community that cannot afford or maintain treatment continues to be exposed regardless of what is known about the cause.

A filter designed around low cost is therefore aimed at the binding constraint. The report does not describe the materials, the method, the number of taps fitted or any testing of the treated water, so the engineering behind the award is not on the public record here.

The other children honoured

The same ceremony recognised Ananya K G, 14, also in the innovation category, for a solar-powered automatic mobile nebuliser and other agricultural machines; R Vaishali, 14, a chess player who had won gold at the under-14 Asian Youth Chess Championship; and Shubham Jaglan, 11, who had taken a Junior World Golf Championship title in San Diego that July.

Also honoured were Palak Kaliya, 11, for athletics and softball throw; Kamisetty Venakat, 15, in the arts, for lip reading, singing and dancing across more than 150 programmes; and K Naidbruvane, 10, a mridangam and tabla player with more than 100 musical performances.

What is documented — and what is not

Firm: the award, the category, his age, the date, the President who presented it, the purpose of the filter and the fact that filters were installed in community taps.

Open: his state and village are not named in the report, nor is his school, nor any technical detail of the filter, nor anything about him since 2015. Lepcha was a child when this was published, and this page adds nothing the reporting did not contain.
